WXB-F26 splice plate

WXB-F26 splice plate

I’m having some trouble determining the location of the upper splice plate SNB-F26-04R. The “bend line” is kind of vague. If I try and line up the angle in the splice plate the two dimensions at the top of detail M aren’t even close. How important is the exact location?
