"The two lower bolts are installed from the forward side.
The bottom note applies to the top and bottom bolt, the top note applies to
the four bolts in the center of the spar."
However, don't let the top view confuse you. I think the bolt is in backwards on the drawing and should be installed from the AFT side, not the forward side as in the drawing. I sent a note to tech support on this.
